This error means that PlantVantage can reach the server, but the server is not listening on the port that PlantVantage is trying to connect to. The error causes a login screen to appear.
A message like the following at the bottom of the login screen reports the error. To fix this problem, first make sure that the correct server address is being used. Then check that the server is listening for connections on the right ports.
